San Diego District Attorney Leads New Task Force to Address Chronic Crime Among Unhoused Population

San Diego Task Force Announces Drug-Related Felony Prosecutions

The San Diego Accountability Renewal and Community Health Task Force, also known as SD ARCH, made a significant impact on Friday with the announcement of four drug-related felony prosecutions. This task force, formed by San Diego County District Attorney Summer Stephan’s office, City Attorney Mara Elliott’s office, and the San Diego Police Department, is focused on addressing chronic criminal re-offenders among people experiencing homelessness.

During a press conference, Stephan emphasized that the task force is targeting serious crimes such as repeated drug sales, drug possession, assault, and vandalism, which are prevalent in encampment areas. The task force has been concentrating its efforts on Linda Vista Park and Sports Arena Boulevard, known for their encampments and drug activity.

One of the arrests made by the task force was Frederick Johnson, a 59-year-old living in a tent at Linda Vista Park, who was found with more than a dozen vials of methamphetamine. Three other individuals, Della Infante, Angel Bernardo Reyes, and Ramon Julio Byars, were also arrested and convicted for selling methamphetamine to undercover officers near Sports Arena Boulevard.

Stephan stressed that the primary goal of the task force is to provide treatment to those in need, but individuals who continue to sell drugs and commit crimes will face consequences, including custody. The task force aims to renew public hope in law enforcement and address the frustration expressed by business owners and residents regarding crime in the area.

Residents are encouraged to report all crimes through emergency services, the San Diego Police Department’s non-emergency line, or online reporting options. Stephan noted that the task force is utilizing existing resources and does not require additional funds for the departments involved.
