Switzerland’s Upper House Backs Tougher Measures to Expel Spies, Targets Russian Intelligence Agents

Switzerland’s upper house of parliament has taken a strong stance against foreign spies, particularly targeting Russian intelligence agents as the country prepares to host a major summit aimed at peace in Ukraine. The motion to “systematically expel Russian spies and other foreign spies” was supported by President Viola Amherd and received overwhelming support with 32 in favor and only nine against.

Amherd emphasized the need for Switzerland to defend its security and role as a host state, especially as it gears up to host the Ukraine peace talks in just over two weeks. The government aims to expel intelligence officers whose activities pose a threat to Switzerland’s security, although the decision-making process will not be automatic.

Lawmaker Franziska Roth highlighted Switzerland’s attractiveness to spies due to its concentration of international organizations, with Russian spies being a particular concern according to domestic intelligence services. Roth argued for “zero tolerance” towards spying and called for stronger mechanisms to control and expel spies.

With the motion already approved by the lower house, the government is now tasked with implementing these tougher measures. Switzerland will host a summit near Lucerne on June 15-16 in hopes of laying the groundwork for a peace process regarding Russia’s invasion of Ukraine. Despite not inviting Russia, Switzerland justified this decision based on Moscow’s lack of interest in participating.
