Bipartisan Legislation Aims to Increase Transparency on Presidents’ Tax Returns and Foreign Payments

In a rare display of bipartisan cooperation, Republican Rep. James Comer and Democratic Rep. Katie Porter have unveiled new legislation targeting presidents’ tax returns and foreign payments. The bill, known as the Presidential Ethics Reform Act, aims to increase transparency and accountability in public office.

Under the proposed legislation, presidents and vice presidents would be required to disclose their tax returns and any foreign payments made to them or their families in the two years prior to taking office, during their term in office, and in the two years following. Additionally, they would need to disclose any conflicts of interest, loans or loan repayments over $10,000 from family members, and report when immediate family members accompany them on official travel.

The motivation behind the bill stems from the scrutiny of President Joe Biden and Hunter Biden’s finances, as well as the desire to hold former President Donald Trump and his family accountable for their financial dealings. Democrats have uncovered nearly $8 million in payments from other countries to Trump-owned businesses and properties while he was in office, highlighting the need for increased transparency.

While it remains unclear if House Republicans will bring the bill to the floor, both Comer and Porter have emphasized the importance of the legislation in restoring trust in government and strengthening democracy. Comer stated, “Influence peddling is a cottage industry in Washington, and we’ve identified deficiencies in current law that have led to a culture of corruption.” Porter added, “By boosting transparency and requiring additional financial disclosures, Congress can shine a light on improper conduct in the Executive Branch—or be confident that none occurred.”

The Presidential Ethics Reform Act represents a significant step towards ensuring that public offices are not for sale and that the American people have access to the information they deserve. With bipartisan support, the bill has the potential to bring about much-needed change in the realm of government transparency and accountability.
